Minutes
In order to register as a CDT we require 20 members, 3 of which are Directors. Mike reported that we currently have 19 pledged members and 2 Directors (Mike Barnacle and Rev Liz Stenhouse). Marian agreed to also act as a Director.
Draft constitution, for a Company Ltd by guarantee, has been produced and is ready to be submitted, by Ben, to Company House once we have 20 paid up members. Once registered we can apply to OSCR for charitable status. Ben will then set up a Bank Account in the name of the Fossoway and District CDT and transfer membership fees which he is temporarily holding in one of his dormant Bank accounts.
Membership fees are £5 per household.
When we have received charitable status we intend to raise monies to enable us to mail shot the Fossoway District to increase membership. We intend to apply to the Kinross-shire Fund for assistance with start-up costs estimated from a budget prepared by Trudy.
Priority Projects
Draft Proposed Priority Projects for consideration by members were briefly discussed. It was agreeed that in the short term projects should be small with clearly attainable goals. These are:-
Short Term
- Explore with PKC leasing Blairingone School. PKC have advised that we have 1yr to negotiate a lease before they put it on the open market. If we place a note of interest this will halt any marketing of the school. We would need to raise in excess of £30k to bring facilities up to standard and then raise funds to cover ongoing costs. A working sub group of Blairingone members would be put together to manage this. In the meantime Marian has agreed to contact PKC to determine if the attached cottage could be included in the lease.
- Negotiate lease for Waulkmill Park from PKC. Members would then consider best use of this asset, in consultation with the Community
- Establish a working group to work with the CC to provide a community evidence based report for inclusion in LDP3 preparation.
- Establish a paths group for Fossoway, creating a map of core paths and working with landowners to consider linking further paths.
- Facilitate completion of moving of Blairingone War Memorial to new site which has already been prepared by PKC.
- Facilitate cleaning of Crook of Devon War Memorial using funds donated by local resident.
- Consider leasing grounds from PKC for car park south of Church cemetery extension.
Long Term
- Improve access to Rumbling Bridge gorge and build new footbridge
- Consider relocating Crook of Devon War Memorial so that it is not adjacent to the A977
- Establish a working group to explore a ditch management scheme for Drum to avoid ongoing flash flooding issues.
- Improve signage in the Communities and remove excessive unused utilities clutter.
- Increase number of car charging points in our rural communities
